Where can I find the actual law stating that it is illegal to email certain information?

State of California - it is now illegal to email anything to clients that include a social security number, drivers license number, or account number. I need to know exactly where I can find this law with the code sections. I have looked everywhere. My clients are not going to be happy I can't email tax returns anymore, so I need to include the exact wording in the letter I need to send to them. Thanks!!!

But I already searched there and there is no "email" to be found. If this was a recent legislation it may not yet be codified, try looking in your states legislature page for bills that have been passed.
