What is/are the law (Republic acts?) DIRECTLY supporting or identifying business permits in the Philippines?

I want to know the exact law that says something like "anyone operating a business without a business permit will be penalized by law" something like that or directly pertains to the law supporting it. I tried to search for it for a couple of days but I cant seem to find it. Anyhow, thanks for the answers!

you can read the Philippines Local Government Code. i'm no lawyer but it has provisions that authorize local government units to regulate business. i believe its in book two of the code.
