What does Texas education law say about someone who can not complete the physical education course?

My brother broke his wrist and is unable to do what the school requires him to do for physical education, but the school refuses to sit him out. They keep saying its a law that he must complete the course, but he cant.

Does your brother have a doctor's statement confirming that he cannot complete the course?

I'm not up on Texas education laws and rules but, it would only seem reasonable that he would only have to show up to each class and be under medical release from activities. However; commonsense maybe hard to come by in Texas law.

With a doctors note he will be able to sit out of participation in things that involve his wrist. As a physical alternative he could run laps around the gym or track which he should be able to do.
