Is it against the law to fly a kite of your car window while driving?

It would be fun and awesome to see, but i wouldn't try it. If you really wanted to you could check you states rules and regulations, better safe than sorry.

You couldn't exceed about 20mph or let out more than about 15 feet of line anywhere near a bridge or power line. What's the point, unless you live in central Nevada and then there's nobody there to care anyway. You can drive for hours in parts of Nevada and never see another soul.

I don't think it's illegal, but where there are roads there are power lines. As long as you are off-roading away from power lines it could be fun...

It is covered in most state codes as a obstruction, a unsecured trailer, etc. Anything hanging from the car that may affect driving or damage another car( like the 2x4 hanging out the window) is illegal.

Yes it is most likely considred to be something which will distract the driver. This is against the law even if a passenger does it. If you want to see this done then your best bet is to get in contact with the makers of jackasss and give the idea to them. Maybe it might happen in one of thier shows/movies.
