In the state of Mississippi, what is the law regarding fraud and verbal agreements?

I have a verbal purchase agreement with another person. They are using the MS State Fraud Law as defense by saying there was no agreement because there is no signed contract. I need to know what the fraud law states and if verbal agreements stand in the state of Mississippi.
