Can my mother in law a permanent US immigrant visit Canada without visa?

Her brother in law recently passed away. My mother in law arrived in the US in 2007 of July. She wants to attend the funeral. Do we need to apply for a visa for her?

if she holds a passport of another country then immigration rules pertaining to that country apply i believe.
